En el caso de que no constituyere delito, cualquier conducta de cultivo o tenencia de dichas plantas realizada, en lugar visible, sin las correspondientes autorizaciones puede constituir infracción administrativa sancionable, conforme a la ley orgánica sobre protección de la seguridad ciudadana con multa de hasta 30.000€.
